Its getting fuel because of the start every time you will thinking, also the fuel hoses are properly? tank airation ok ? you looked the hose but it will mostly are rigidly in the corners where the connections are if you there to draw firm because the fuel goes otherwise back in the tank if if it there air can be come in you will not see that the hoses only looking is not enough they are porous in high priority I should replace in all any cases the hoses after this kind of age and also buy a service-kit for the carburetor will also sit irrevocably dirt in it and especially in view of the pulsing membrane where the float needle is operated by the material can be hard and dry. and can be rip.
Beware on the model and machine number in priority if you order in your Country parts for your carburetor because there are used 2 brands of carburetors Tillotson or the famous Walbro WT-16b by the Stihl model 028 ATTENTION i can see only the parts and numbers of model 028 attention by this the images are not off the 028 WB the WB behind it its not in my list therefore i can not give you the correct information they are maybe not selled in our Country or is not anymore in service. the partnumbers may also be different in your Country look if it was running the same way and if it has not succeed , remove the sparkplug but connected it again with the cable and ground it to push the plug on a metal place and pull the trigger look at the colour of the spark if you see a little spark it must be having a very light blue spark sometimes you can hear the spark if thats the power is very good . if its spark is red colored replace the ignition coil but only if you have seen it by a using a new correct type of sparkplug in priority.Try first to replace the sparkplug and if that will not help then there could be a problem like a thermical problem with the ignition coil. control also the on -off button and cableisolation is not damaged and all parts are good functional.

General rule is to tighten it by hand, then turn it with a ratchet another 1/8 to 1/4 turn.

You have to remove the little white gear to be able to get to the screws to remove it.

Does the saw have a lot of hours on it ? What is the fuel mix you are using, Stihl recommend 40:1
You may need a CARB KIT.

The model 028 Stihl Chainsaw was in production for many years and the clutch drum sprocket (or chain drive) came in three (3) versions over the years of production.
For several reasons, it is best to take the saw to an authorized Stihl Dealership (Locate your nearest dealership HERE) for production identification, evaluation of cost-effectivness and availability of parts.

Reason 1) The first-generation 028 saw is approaching 30 years old.

Reason 2) Extreme heat caused by a locked chain-brake can damage the engine case and render the saw unfixable (part support is going away due to age).

Reason 3) The shear cost of parts and amount of time it would take for a DIY repair.

Reason 4) The plastic gears you mentioned are the drive system that make the chain's oil pump work. If the plastic is melted, the oil pump is likely to be damaged as well. In most cases the oil pump cover gets damaged ... the list goes on and on.

Genuine Stihl parts are not sold online and aftermarket parts would be a gamble. It's up to you to decide if the cost, time and effort are worth it.
