It depends on the kind of telphonesystem and the kind of forwarding.
Generally the procedure is #code# where code is
21 for call forwarding unconditional
61 for call forwarding on no reply
67 for call forwarding when busy
On most mobile operators you can do #002# or ##002# to take the all in one go.
On some fixed (analog/PSTN/ISDN) lines you can use #001# to take them all inone go.
Some PABXes(officephones) also have call forwarding on precense (lunch, meeting. etc) and this is often turned off with #23#

feature **admin (use #s on dialpad)
type admin again
select #6 permissions
enter set (ext)# you want to forward
scroll down to "forward on busy" & select
you'll see "forward to" hit the "change" button
enter in the extension # you want it to go to when busy
then select to store

This is not a phone equipment service but rather a phone service provider service.
YOU CAN FORWARD but to do this you need to have this feature enabled by your phone service provider. Then, follow their instructions on how to enable and disable this feature based on your calling plan.
