Under normal circumstances, like any other Anti-Malware software, Webroot will protect itself. You cannot randomly shut down its service. You cannot use most external uninstallers.
Always try to uninstall it using Add & Remove Programs first (on XP) or Programs and Features (In Vista and 7), or the uninstall link in All Programs on your start menu.
If you are not able to find it in any of these places, get the official cleanup utility from Webroot directly at:
http://download.webroot.com/SSCCleanup.exe
This utility is made to cleanly shut down and clean up Webroot SpySweeper, Antivirus, and Internet Security Essentials and will even remove itself when it's done.
If you are unable to uninstall simply by going to add/remove programs it may be in conflict with the fact that it may still be running. Right click on the Spy Sweeper icon on the bottom right hand side of the toolbar where the clock is located and select exit This will shut down the Spy Sweeper program. Next press ctrl + alt + delete which will open the Task Manager. Click on the Processes tab. Search for spysweeper.exe. If this process is running click on it then select end process. Repeat this step to search for and close the process WRSSSDK.exe. After this is done Spy Sweeper should be able to be removed by using Add/Remove Programs
Hw to uninstall webroot
Download and then run a free program called Revo Uninstaller (http://www.revouninstaller.com/). It should help you find and remove the software. You may also need to disable any service that Spysweeper is running. If in windows, type 'services.msc' and search for related services and disable them.
