it is probably the brushes on the motors are wore out or stuck and not making contact. pretty much junk unless you feel confident enough to attempt repair.
Howdy, grip the knurled collar and push it toward the body of the drill then pull out the bit with a good tug. The bit is replaced in the same way. Once you get used to it, you will love that it pretty much never drops the bit down the heater vent or into the weeds:)

Even if you don't use it, it will die in 2 years. It is the battery, I have piles of batteries and piles of old drill motors that we don't buy batteries for anymore, because it is cheaper to buy a new gun with fresh batteries than it is to buy 2 batteries. There is no better, best , they are all the same. We have every brand made in the junk pile. Hope this helps.
Allied International sells them at 1-800-248-6657, drill part # JDB240R. Have the part number from your drill available (on the label on side or top of drill...a number like 33643)
You indicate that the drill is new. I'd suggest you return it for a replacement. Seems to be a defective or wrong charger. If you have problems and If you paid by credit card call the card company and have them stop payment on that charge.
grab the top by where the drill bit goes in and press the trigger on the drill motor. The direction of rotation will tighten or loosen the Jaws of the chuck.
