I found this on the internet try it it MAY work.

Start with the key out of the ignition. Open the driver door (all other doors are closed). Driver door is unlocked (other doors don’t matter).


Perform these steps within 5 seconds
Insert the key into the ignition (don’t turn it)
Insert the key into the ignition (don’t turn it)


Perform these steps within 40 seconds
Close, then open the drivers door.
Close, then open the drivers door.
Insert the key into the ignition (don’t turn it) and pull it out.


Perform these steps within 40 seconds
Close, then open the drivers door.
Close, then open the drivers door.
Insert the key into the ignition and leave in the ignition.
Close the drivers door
Turn the ignition to ON (as far as you can go without cranking the engine), then back to off .
Remove the key from the ignition.


Within 3 seconds, the power door locks should lock then unlock automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.


Perform these steps within 40 seconds
Press the lock and unlock buttons on the transmitter simultaneously for 1.5 seconds
Immediately after letting go of the lock and unlock buttons, press the lock button by itself and hold for 2 seconds. Within 3 seconds, the door locks should lock then unlock once indicating successful programming. If the door locks cycle twice, repeat steps 6a and 6b as the remote was not accepted.

  1. Insert master key and cycle from off to on 3 times within 5 seconds (3rd time leave on)
  2. Push the button on your new remote and you will see your indicators flash.
  3. Turn key to off, hop out of your car and test your remote cause your done!
Toyota charges over $30 for that!!!

How to program a second master key
  1. All doors closed
  2. Insert existing master key
  3. Turn key from lock to on 5 times (5th time keep it on)
  4. Open and close drivers door 6 times
  5. Remove key
  6. Insert new key
  7. Switch to on
  8. Keep at on for more than 60 seconds
  9. Remove key
  10. Open door to finish procedure

You don't program the key you program the computer, however if you have the original key you can remove the antenna out of the key and make a new key and fit the antenna into the new key, the computer uses a small transmitter to ping the key in order for it to start, there is also a wire that attach's to the key to activate the transmitter once the key is inserted. To change the transmitter signal requires special scanners and the tools to change they keys pinging antenna. This information is only given out to dealers and Lock smiths as it is part of the anti theft system, there are many different disks thatare changed to ping back the frequency to the computer, with these new keys you can create thousands of keys with a different code and a different key cut. Before the advent of computerized key there wee only 7 key cuts that changed every 7th car so basically in theory your key would fit one in seven cars in a large parking lot so it made for finding a car and stealing easy. Some of the older keys had batteries in them but they figured out when the battery went dead you had a pull toy so they changed it to just have an antenna that bounces the signal back to the computer, this is a simpler way to explain this but give you can ideal of how it works, That's why they charge $100.00 to make two new keys, you have to cut the key to fit the lock then program the computer and test it that it works. Great news, your 1998 Toyota Camry Key Fob is self programmable. Below are the programming instructions. Be patient, it might take you a few times to get this right. It is all about timing.

Obtain all remote transmitters for this vehicle.
1. Insert key into ignition and turn ignition switch to ON position.

2. Locate the ECU (Engine Control Unit) and press and hold the ECU PROGRAMMING button for 3 seconds. The ECU will be located under one of the front two seats, the trunk, or under the dashboard on the drivers side. You will need a small pointy object like a pen to depress the ECU button. After pressing the ECU button for three seconds, you will see the STATUS MONITOR LED turn on for 5 seconds. Vehicle is now in programming mode.

3. Press and release the top button on the remote. The STATUS MONITOR LED will turn off. A chirp will be heard as well as one flash of the exterior lights.

4. Turn off the ignition. Programming is now complete, test remotes for proper programming.

if you did not put a 9v plug into the cig. lighter befor you remove the battery then you will need to have the computer re flashed. any vehicle maurfactured after 2003 you half to feed constent current to the computer of it looses basic memory but the car will start in most cases but remote and lux iteams will not as it loses memeory when batter is removed thats why you use a 9 v in cig liter to back feed the comuter. hope this helps you

I have a 2003 camry had the same problem. My solution was to raise the drivers door handle then turned the key and then it opened.

HOW TO PROGRAM 2003 TOYOTA CAMRY FACTORY REMOTES

1. Driver door open and unlocked. Key out of the ignition
2. Insert the key and remove 2 times in 5 sec.
3. Close and open driver door 2 times in 40 sec.
4. Insert the key and remove it again from ignition.
5. Close and open driver door 2 times in 40 sec.
6. Insert the key in ignition,
7. Close the door,
8. Turn to on and back to lock in 1 second intervals. 1 time for add, 2 times for rewrite, 3 for confirmation 5 for prohibition. (yes, there is no “4”)
9. Remove the key
10. Power lock will cycle to confirm
11. For add or rewrite mode within 40 sec of the confirmation,
A. press “lock” and “unlock” buttons of the FOB at the same time between 1 and 1.5 seconds.
B. within 3 sec press “Lock” button for more than 1 sec and release.
C. If it’s correct, the power door lock will cycle once. If it’s wrong the door lock will cycle twice.

Instructions to program 1999 Toyota keyless transmitter

sit in car all doors closed put key in ignition and turn from OFF to ACC 3 times as fast as you can leaving it in ACC on the last cycle then press your remote button. your blinkers should flash to tell you this has worked.... may take you a couple of tries to get it!!
