I have a 312-8 wheel horse with a snow blower. When you go into the snow the snow blower quits turning along with the back tires.

Check the belt tighteners to see if they are sticking at a certain point, and not putting enough pressure on the belts. The other thing might be that the belts are stretched to the point where they may not tighten any more. Belts that work fine when it's warm out are harder and won't grab the pulleys as well in the cold...especially if they've been glazed from long use.

My snowblower isn't starting

If it's the starter that makes a humming noise then you need to check the starter out. the gears could be stripped or even a tooth missing so it won't grab the fly wheel. Try pulling the start rope and see if that makes a difference. My Craftsman 8 horse has a recoil starter as well and I quite often use it as well. I don't always use the electric start.

When in gear right wheel drives left wheel is locked and will not move same when not engaged

Many snowblowers use pins (or bolts - see image below) that pass thru the shoulder of the rim of the tires thru a hole drilled thru the drive shaft. Removing both of the pins allows the tires to spin freely on the drive shaft and makes it much easier to push, pull and turn the snowblower. If they are not installed again, the machine will not "drive" and make clearing snow difficult to do. Installing only one will make the machine want to go in circles. Make sure you have these pins installed thru BOTH rim shoulders and drive shafts - locked in place. Other machines lock the tires in other ways - since it sounds like one side is working correctly - you should compare the two tires / rims and make them both look like the one that works properly. When snow is the least bit wet the blower won't pick it up and it gets cloaked in the shut. Will spraying the shut with WD40 or PAM eliminate this problem?

it sounds like you have a pretty small snow thrower, Here in northern michigan anything less than a 8 horse power will not work except on light fluffy snow. To answer your question, Yes that might help. any thing that reduces friction will make it work better. I really need a little more info before I can be of help on this. can you tell me what size (width) the blower path is, the horse power of the motor, the make of the device and also, is it one or two stage. when I hear back from you I'll try to be of more assistance.
