Hello,
The Output voltage 24 - 29v ,Usually 27v. (And 4 Amps)
The Pin arrangement is Negative to the Left, Inhibit in the Middle, And Positive to the Right Assuming your looking into the plug itself from the front.
Always check with a Voltmeter first though because there are some chargers with the Opposite Pin Arrangement.

a cheep fix is the charger I am showing you from Advance auto it will bolt into stock location and bolt to battery post you will need to make a jumper wire to send batt. voltage to joy stick controller well worth doing the modification to save big $$$$.

Reading the charging gauge for a jazzy 1103 ultra

if you mean the lights, they are just a tool to estimate usage, if you mean the amp guage on the rear, depending on battery state, the needle can start at 2-5 amps and slowely go down as batts are fully charged, if left plugged in the charger will do a random maint charge, and move the needle slightly

Then its time to replace the batteries unless you think your charger is not working correctly. Now if the batteries are really low in voltage then the charger cannot pick them up. To charge anything below 17 volts will not be charged by your charger Hope this helps

Make sure the chair gets left on the charger over nite
After you left it on the charger take it off if no lights come on .If able ,check your voltage on your battery's .They may be to flat to pick up any charge form the charger.You'll need new battery's if Im right. Good luck happy to be of some help.

Jazzy 1103 Ultra batteies are good but?

If a fuse is blown, no lights will come on. One red light is an indication that the batteries are too low to operate the chair. Try using a different charger on it. The 1103 has an on-board charger, but you can charge the chair using an off-board charger that you can acquire on ebay for about $50.00 or so. Make sure it has a 3-pin XLR connector (most do), that will match with the 3-pin female post located on your joystick. Plug it in and see if that doesn't power up the batts.
