Don't want to be offensive but that's called Safe Mode.
If you are able to load your OS in normal mode then you need to access "System Management Utility".
Press Win+R-> type "msconfig" in run box then click ok, in the new window go to boot option at the top and select safe boot.
In case you cannot load the OS in the normal mode then you need tap either F8 or F5 (function keys) repeatedly once you get the bios screen on the start up.
Maybe you keyboard is bad or your keyboard has been hijacked by a virus.
Make sure you keyboard is plugged in good on the back of the computer. If the end of your keyboard that plugs into the computer is Round and it plugs into the green port on the back of the computer you have a PS2 (serial) type of keyboard and you cannot unplug it and expect it to work if windows has already booted up. If you remove this type of keyboard connection, you have to Reboot your machine otherwise the keyboard is locked.
If the end of your keyboard that plugs into the computer is Flat, then you have a USB type of keyboard that goes into the computer's USB Port. This type of keyboard is Plug and Play so you don't have to reboot if you remove it. If you have this type maybe the USB Port you plugged it into does not work, so try plugging into another USB Port.
Try booting in Safe Mode and see if the keyboard performs. Turn off the computer, then hit the power button to turn itback on and immediately start hitting the F8 key repeatedly until you see SAFEMODE. Take the Safe Mode option and let it boot up. Safe Mode will lookdifferent to you, the screen will be darker and the icons bigger, this isnormal.

Keyboard is locked? No keys work or are you saying the Mouse and Touchpad is locked?
Try booting up in Safe Mode and see if it is still happening.

If any of the above did not solve your problem then run a virus scan.
1. Turn the Laptop off
2. Remove the battery
3. Disconnect the AC adapter from the laptop
4. Disconnect any peripheral devices from the laptop such as printer usb cables, PCMCIA cards etc.
5. Push and hold the power button for 60 seconds then let go
6. Connect the AC adapter to your laptop
7. Push power button to turn on the laptop
8. If this resolves the issue shutdown the laptop connect the battery and turn laptop back on
If issue is not resolved restart the computer and begin tapping the F8 key repeatedly until you see a screen that gives you options to enter different modes. Highlight "Safemode" and press enter. If the computer boots completely into safemode you likely have a driver that has corrupted or a hardware device that has failed. Likely driver failures are video card drivers. Got to Device Manager and uninstall the video card driver and restart the system. You can do this with other drivers as well.
Whilst booting up have tried tapping the F8 key to get into the safe mode menu and either select the last known good configuration option or the safe mode option to load the operating system to then try and determine the cause. Should this suggestion not work a safe option to recovering your data is to buy a USB hard disc drive docking station, whip out your hdd, slot it into the docking station and retrieve your files using another PC. Repairing the operating system using the XP disc on boot up sometimes works but also trashes your personal data if it's on the C drive and it reloads the o/s.
System freezes can be caused by many different things but are more likely to be caused by the hard drive having bad sectors or the system files are corrupt.
To troubleshoot the system files and hard drive i recommend that you boot the machine up in safe mode. To do this restart the computer and repeatedly tap the F8 key. When you get to the sub menu select "Safe Mode" and press enter.
You will see a boot leader apear (white text) on screen, wait until it loads the welcome screen.
Once inside safe mode you will notice that you have no sound, internet connection, desktop background or graphics. This is because in safe mode the system only loads basic drivers so the above mentioned are dissabled allowing you to work in safe mode.
Click on the Start menu (orb) and in the search pane type cmd and hit enter. A command line window will come on-screen. Type in that command window chkdsk /f /r and hit the enter key.
You will see information about the volume with a message that the volume cannot be locked, would you like to schedule a disk check next time the system restarts? type Y and hit enter and then type exit and hit enter.
The window will close so then restart the computer.
When the system restarts let it boot normally and now the system will check on the hard drive and check system files for you, if it finds any problems it will fix them itself.
This proceedure can take anything up to 2-3 hours to complete so please be patient.
Good luck and if there is anything else i can help you with please post back.
