Guess the problem is fixed long time ago? anyway i am happy to let you know if this appliance still annoying you.
i ve one which bought at laverton market some months ago, same problem as yours: no manual and even black and decker ignore my request to send me one. therefore i studied the construction and found out how it use:
1. fill up water to the level which engrave at the cylinder. (can fill hot or boiled water to save electricity and speed up the heating process)
2. when it boil power will off automatically, remember do not overfill to leave room for the generated steam;
3. plug off the power; pull up the looped pin of the bend tube;
4. place your milk jug (of course with milk or soy filled inside may be half full only);
5. press the grey button on the cylinder top (use some more energy; i know it is hard!) steam will come out to frothy your milk. 70c for latte, or 85-90c for cuppancino something like that.

I have a Magnifica S machine and the milk steamer flow is diminished compared to a few months ago and it seams like steam is not coming out of the bottom of the machine. Any ideas?

Cafe barista not frothing

the frother gradually gets milk buildup and loses suction- an air blast through the milk tube and up the spout (can get an aerosol at hardware store) will help as well as the cleaning cycle. Also I used a q tip to the top of the spout several times but just had the q tip top come off and may have blocked it completely

Keurig frother stopped frothing but still heats milk

There may be an issue with the milk you are using if your Keurig K cafe frother is only heating milk and not frothing it. There is nothing wrong with your frother.

DeLonghi Perfecta ESAM5500 when trying to make a cappucino it wont **** up the milk any ideas thanks

Had this exact problem a few times on a cleaned well maintained milk jug top with an ESAM5500M. Delonghi 'repaired' it by sending a new milk jug frothing top.

It's caused by milk fat deposits, the frother part on the milk jug may look clean but deep inside it's not. I clean mine with pipe cleaners, detergent and hot water and still it wouldn't froth.

The problem re-occurs for me every 6 months or so. You could buy the milk fat remover solution to clean it. Personally I just boil the whole milk jug frother in detergent and the again in descaling solution, that's fixed this problem twice now, although I think it will eventually corrode the 'o' rings on the frother, still cheaper than buying a new frother part each time though.

If it still doesn't work after that, the only other reason for this problem I found mention of was caused by a broken rubber seal where the milk jug fits to the machine. It's most likely to be milk fat deposits inside the frother though.

Our PrimaDonna coffee machine doesnt appear to be takeing in any milk from the jug to make latte's or cappuciono's, is there any way of sorting this out ?

Most common cause of this problem is a blockage in the milk jug. First thing you should try is soaking the complete jug top in a quality milk line cleaner (available from specialist coffee machine retailers) for at least an hour and then rinse thoroughly. Then try running a fresh cleaning solution through the jug instaed of milk. Good luck and post again if this doesnt work.

THEY SAY MILK MATTERS. SKIM OR LOW FAT BEST. ALSO MAKE SURE IT IS CLEAN, WHEN YOU ARE CLEANING IT, REMOVE THE FROTHER, TO BE SURE MILK DOES NOT STUCK IM COIL, WHICH CAN MAKE THE FROTHER, NOT MOVE AS QUICKLY AROUND.
