C31:23 went away when I looked inside the camera and made sure both tape reels were the same height...one of mine was down. Then I made sure they were both turning...one of mine didn't at first. Problem was 100% fixed. Hope I helped you.
I did try some of the solutions and one did help for awhile but after I tried to rewind the tape the problem started again.(C:31:23)but I did solve my problem and hopefully this will help.I removed the tape and smacked the tape against the palm of my hand and this seem to cure the above error problem. We used to do this with the old cassettes to loosen the tape.(audio cassettes).Now I have to fix the sound. Thanks!
Take the battery out and turn selection switch to camera and then turn it off. Put the battery back in and its working again. if that doesn't work try Try smacking the side of the camera relatively hard with the palm of
your hand. Eject the tape and reinsert. You may need to do this a
couple of times.

If your Sony DCR-HC14E shows fine picture in playback of old tapes and does not give live view in camera mode to record then its CDD Imager problem that Sony will repair free of cost. Click Sony CCD Imager Support for details.

If yes, Then camera has ccd imager problem and that part needs to be replaced.

In 1990s Sony camcorder records movie in analog format so playing in digital camcorder like DCR-TRV730 doesn't mean it will be converted in digital format and you can not import file in PC for editing purpose. You will get analog signal while playing back old cassettes.
Regarding SP, LP speed, its decided at time of recording. Camera sens SP or LP automatically in playback and set itself accordingly.
If you want to convert old cassettes into digital format, connect our camcorder to DVD recorder and burn DVD which is digital format, copy DVD files in to PC and do desired editing.
