Go to www.itunes.com and download and install itunes, then reconnect the phone. If you already have itunes do this, but realize this will clear the info from your iphone, but if you have the info in itunes, it will sync back anyway. So just know, this does a factory reset:

Turn iphone off by holding power button on top left and sliding the red bar to shutdown.

Now, take the usb cable and have it not connected to the computer, but connect it to your iphone, so now you have the usb cable just connected to the iphone which is completely off.

Now, hold down the circle button on the iphone, and keep it held down. Then insert the usb cable into the computer, while still holding the button down. After a minute or two, you will get a screen on the iphone with a white usb wire pictured on the screen, and if you did it right, the connection should then pop up on windows. After you do the restore, you can then use itunes and plug in the usb like normal, all should be fine.
