I realize the F3 error code indicates a shorted our key pad. I even saw the helpful fix-it instruction sheet posted by a user. My question is can I buy just the membrane key pad with buying the entire GE assembly (item #134)? Despite being forced to list the product number above, my microwave model is JVM3660CF001
No, unfortunately the membrane keypad is not available as a separate part on this model.
You would have to order the control panel frame, which comes with a new keypad already installed.
The part number is WB07X10883 and you can get it for $86.82 here.
In this case, you simply move your circuit board into the new frame. That is a simple do-it-yourself job.

Then you unplug the keypad (as per the photo below) and move the circuit board into your frame.

To unstick a frozen key , which causes the F3 code error, use your vacuum cleaner hose's suction over all the keys and you,ll easily fix your microwave at no cost. Have a nice day.

Membrane keypads can be intermittent before they fail permanently.
Using heat, or a vacuum cleaner, or miscellaneous cleaning tips are not solutions, they are Band-Aids at best.
When a membrane keypad is failing, replacing it is the only safe, viable option.

Word of advice on F3 error code...
Before you conclude it's a bad Control Panel throw the circuit breaker that powers it for about 30 min. If you just turn the breaker on and then off quickly, the panel doesn't have time to reset and will throw the F3 again. You'll know it's reset if the panel says Set The Clock. That saved me a repair and downtime.
