Problem is probably that the rubber seal is old and swollen. It will probably take brute force to open the lid. What is the brand name of the cooker? If it's an old Presto or Mirro, it probably has two handles, upper and lower. You may need a person with more strength to force it open.
Once you have it open, do NOT reuse this seal. New ones can be ordered on line at various sites. Do a search on "Pressure Cooker repair parts".
There is a little nob on top of the lid. It is a pressure release valve. Some how it stuck that is why the lid could not be opened. Try to turn it to release the pressure then return the cooker or exchange with a new one.
If it's one of the newer ones that the lid turns to lock, try re-heating to pressure. Then when it gets to pressure, turn off the stove. Let it cool, when the pressure pin in the handle drops to let you know there is no pressure inside. Try and remove the lid. Sounds like the lid is vacuum locked.
