If this is a EMTC ( Electronic Manual Temperature Control ) HVAC unit ( sounds like it is, the EATC has more fan settings ) I would say it is the blower motor resistor.

Easy enough to get to, through the glove box, or from the bottom. These are pictures someone else took of the process.

1. Push the side of the glove box to let it drop straight down


With the glove box out of the way, you have a clear view to the blower motor resistor.


Unbolt and replace, all should be good. The resistor controls the lower speeds of the fan by adding resistance to the circuit, causing the fan to turn slower ( voltage divider circuit ).

I forget how much the resistor cost ( want to say in the 60.00 range ?? ) you can try your local dealer, or any of the Ford Dealers that sell parts online.

If you ave cracked the plasma panel it may be very expensive to replace as the plasma panel is a very expnsive spare part, even for us who get trade prices on things like that. The cheapest way to find out the cost is to deal with the authorised repair agent as they are the ones who get trade prices on the spare parts and items. I hope this helps. Good Luck.
