Reboot = the process of restarting the OS = you turn the pc off and on.
Reinstalling - the process of loading all the files for the OS from the install disk, totally different process. Please use the proper terminology.
If you don't have the recovery disk then borrow a Windows install disk and use it and your key to reinstall. You will have to install the drivers yourself.

reboot while holding the option key down. It should show you available hard drives from which you can startup.

do not worry at all. take out the cd and reboot in safe mode by pressing F8 at bootup. Then you can restore your laptop to an earlier date from Start->All progs->Accessories->System->restore. reboot normal this time.

you should have a folder that says Acer recovery should be in there
