In most cases on these models the red crt is shorted and causes the set to go into a shutdown mode and flash the timer light 7 times. The part number for the red crt is 8-733-664-25 but is no longer available.

This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. If blinks continue without any pause, or the LED light stationery; the main board is faulty.

Yeah, replace the set since it appears to be trashed. But if you have a few bucks lying around you might want to try replacing the unit's power supply to see if that resolves the many issues you have.

That is most likely a bad diode in the power supply. It will require repair but it should be reasonable. There are youtube videos showing the repair if you are handy.
Im not 100% that this is the cause, but it seems like it
if you have the circuit diagram of your tv,check the horizontal polarisation IC closer to the line transformer and replace it.If it doesn't work,send the question again.
This should be a quick fix. Try resoldering the vertical IC. This is a small flat IC attached to a heat sink with about 11 pins. It should be marked LA7837 or something similar. That should resolve the problem.
