Tiny bits of paper caught in the black roller areas where the final copy exits the machine. Cannot reach in deep enough to get the bits out. Removed the toner cartridge and cannot see any paper bits from the inside there. this is a canon pc 1060. Is there a simple way to remove the "roller assembly" to dig out the stuck paper bits?

The only way to reset the jam code is to find the tiny scrap of paper that is still caught in one of the sensors. The 121 jam code is "Exit Sensor Off", essentially it means that the paper did not reach the exit sensor. This would not cause the machine to still think there was a jam, as the paper obviously never made it there.
Check and make sure you have fully closed all the doors, including the front. If that is good, then open and close all the doors one by one. If that doesn't work, then there is a scrap of paper still stuck in the machine somewhere.
If you can't see one anywhere, then it probably is a scrap stuck at the registration sensor, which is just below the registration roller. Unless you really get in there and look closely (A torch helps), you will never see it. It's really hard to pull it out, so good luck.
I switched on and off the machine. While the machine is running and the rollers are turning. I put a photo paper (which is thicker than normally paper on the manul feed section and make sure is far deep enough for the machine to run the paper in. Once the photo papert come out from the machine. The false paper jam 2 signal is re-set. I notice that there is a tiny black spot on the my blank photo paper. I guess, the black spot on the sensor created the false sensor effect as a paper there. Once the black spot was clear by the photo paper. It removed the false sensor and the machine back to normal state. I am very happy with the outcome.
There is three areas to be aware of: 1) is the issue related to a drawer (ie if you use drawer 3 test drawer 4 for same issue. Could be side guides not staying locked in place. 2) just before the fuser is 3 grey long rollers. These are the primary registration rollers. Are they slippery? These rollers are meant to be changed at a regular interval. A quick work around is to clean them with a lint free cloth and WD40. This will soften rollers a bit. 3) Final area is in duplex tray. In the far right there is a lever just below the tray. This is the horizontal sensor. More times than not, ripped paper is caught here and or other pieces of broken plastic. Clear it by hand first then get a can of pressurized air and blow it clean of dust and toner.
completely remove the paper cassette and look for A SMALL PIECE OF PAPER stuck inside the machine in the paper path. Also use a flashlight to check for tiny bits of paper in the exit section of the machine where the fuser (hot) rollers are.
Try making prints or copies with the rear door open. If it does not jam your fixing unit (hot area) is functioning properly. With the rear door closed try again making copies or prints. If it jams it's most likely the exit rollers acting up.
1. I've seen the exit sensor break on these units and sometimes the drive gears wear and do not feed properly.
2. If using after market toner or refills this may also coat the exit roller with a film which prevents the exit rollers from feeding parper out by reducing the friction of theses rollers. Clean with fantastic untill cloth does not turn black.
H5-01 indicates that you have 5 continous paper jam in a row. It's generated when one of the paper feed sensors did not detect the paper, in your case the sensor might be the one that located in the exit section ( POD1 ). This photo sensor might be just covered with paper dust in between the gap housing, the gap is only 1 mm wide. You can check the functioning of this sensor by entering the sim mode 30( main code), 1(sub mode). After entering this mode try activate the sensor by moving the plastic actuator, if the POD1 display highlighted on and off it means OK. To enter the simulation mode go to the copy mode and perform the following procedures.

But first reset the error H5-01 by entering 14(main code) then 1(sub code), you might be already fix the problem.
there is a set of stripper fingers that kiss the fuser roller and paper is jamming up aginst that area
FIX
Open the fuser section door and front door Look at the fuser roller from exit and front door If there is a wiper pad (slides in on a rod from the side of the machine) remove it and put some fuser oil on it
go to area where you find the paper folding up and observe the stripper fingers for any blockage
If there is some bits of toner on the fingers clean them with a q tip and alcohol
take your finger ( make sure machine has cooled and you have unplugged from wall) and press up against the stripper fingers to se if there is movement (some coiers have a solenoid that activates the striper fingers)
The fuser oil hels keep the fuser roller clean and keeps paper from sticking on rollers
Try the copier if this does not fix i believe you have a problem with a solenoid which will require a sevice call
If you want to observe the paper coming through the fuser rollers and seeing if the fingers activate ou can trip the safety swithes in the doors and exits and observe
A smudge across the copy can be in many different areas.
Some ideas.
The drum cleaner may be the problem as you indicate.
It may be a piece of paper ripped of dragging across the surface of the paper causing the smudge.
Also the fuser roll coating may be very worn and causing that. One thing to try that can show you if the defect is on the drum cartridge, is start to run a copy, After the paper feeds and this is timing, shut the machine off when you think the paper should be about half way through the copy cycle, then see if the copy defect is on the unfused page, If it is smeared before it reaches the fuser, it is in the cleaning section, if it is not smudged, then it is most likely the fuser rollers are needing replaced.
First look for a paper fragment in the path, step 2 is to shut the machine down in mid copy and see if the defect is there.
The fuser is the hot area of the machine in the exit area, If you can take a flash light and look in there and see if you observe wear or heavy toner buildup on a roller then obviously thats the problem.
