Yes, it's possible that heat would cause it to shut down if the fan cannot do the job.
But you say its not displaying? When you boot up can you access the BIOS before it gets too hot? It should at least boot into BIOS.

Computer is getting power and fan is running will not turn on at all??

Its a minor problem. loose the system, remove the memory clean it and put it on again. If it's not still working, Check the power pack wire, if it is well connected to the mother board and also remove, clean and put back the processor if possible.

Then check the wire that connected the system to the monitor if it is well connected and also check the VGA from the inside of the system.

I with all these the system should bring a display.

Starting problem.

Check whether the mother board support that processor. Check whether the processor is changed correctly.

1) You need to change your memory, the may be bad, and it will not display anything on your screen.
2) Make sure that your processor fan is well connected
