Looks like an older system, maybe XP or Vista for a OS ?

Try booting into safe mode

Tag the failed program and remove it from your loading programs

First try to enable scripting through Internet Explorer

Go to Internet Explorer,
Click "Tools"
Click "Internet Options."
Click "Security" tab.
Click "Custom Level" button.
Scroll down to "Script ActiveX.controls marked safe for scripting"- enable
Scroll down to "Scripting - Active scripting" - enable
Scroll down to "Scripting of Java applets" - enable
Click OK
Click OK

if you have IE7 do reset if it will not help try to install the IE 7

you have to repair the window file. or reformat and reinstall windows

you have some script issues. try updating

may be there is a problem in your hardisk or some virus scan your computer for virus free and clean your registry

their are many thing first that you know you have a administrator account. secondly it is also cause by virus . check for latest antivirus update and scan your system. or this may be the file corrrupted of youroperating system.

try loggin into your system with safe mode when you start your system press F8 untill you got different log in options select SAFE MODE, once u log into your desktop START>RUN> type MSCONFIG press entre that sdhould take you in to startup config from the start up option unselect the the option which is using your full CPU usage, log into windows normally and run registry and spyware removal softwares that should help
