Why is my Sharp UX-B700 cutting off the pages of OUTBOUND faxes? Recipients aren't seeing the first 1 inch or so of the top of the page. I feed the pages head first into the machine. The bottom of each page appears fine.

Yes you can stop it printing the report. Use the menu to cruise through the settings for fax. You will find the reports section and recognize that you don't want the memory storage report, so disallow it by pressing th no key.

Bad Scanner Block, Very expensive.

Sounds like you may need to clean the optics. Open up the area where you insert the original to copy, there you will find a small long glass that needs to be cleaned, I would suspect there is white out on this causing you lines or it may just be dirty.

See pages 92 of the manual to "rotate the white roller"

The procedure rotates the roller a quarter turn each time.
You might have to repeat it a few times in order for thit to be set at the right position.
I tested mine using the copy function as well as a TEST FAX to a another fax machine.

1 Be sure you have enough ink or film in your fax machine

Does your machine show anything on the confirmation report like fax number,duration, pages sent, etc. or is the image just not being printed. If you have properly programed machine to show image on the confirmation report. I don't see anything that will cause that except your origianls may not right side up/down.
