Hold down the power button until the computer shuts off. The press the button to restart and see what happens. If this fails as well, then you will need to boot with the install CD. This is done by immediately pressing holding the C key upon powerup
It should start for a few seconds, the fans should spin and then stop. You should be able to power it up as per normal. If that is no the case then you are having hardware issues which could be the Power supply
I think you have to shut your computer down completely and reboot. This means that you will lose any work you didn't save before going in standby mode.
If your PC has a 'reset' button (usually located near the power button), press it. Your machine should reboot. If it doesn't or if you don't have one, you can try pressing and holding the power button for about 5 seconds. This should shut down your computer completely. Press the power button once more and it should boot normally, though you might get a warning saying Windows didn't shut down properly. If you get the choice, just choose to boot Windows normally.
If pressing and holding the power button doesn't work, try looking for a power switch on the back of your machine. It should be near the power cable. Flip the switch, wait a few seconds and flip it again, then boot your computer as usual. You might get the same message which I mentioned above.
I would try to boot up in safe mode, then download glary utilities which is a free registry cleaner. Also doing a windows update would also be a good idea.
you may want to reinstall your operating system i know several people with this issue and it has worked fine just insert the cd of whatever os you choose then boot from it

1. If your psp has VSH menu enable.. : press "select" button, a small window will appear, otherwise its set to "disable".. See at "CPU CLOCK XMB" must set as "default". use left-right d-pad to change it. if vsh menu is disable you can try 2nd way.
