Obviously a faulty button switch, your camera will need to be taken aprt by a proffessional repairer to solve this one, it will require a complete membrane swaitch assembly comprising all buttons, as they come in one unit. will possibly cost more than the value of the camera

try reseting the camera back to default settings, there should be a function for that in the menus or a small reset hole somewhere in the camera.

Unfortunately that's how the camera is designed.
The camera has to do a number of things before it will take a picture. It has to check the lighting, and focus and make calculations based on those factors about how to set the camera to take the best picture.
It is best practice to get your subject in view. depress the shutter button half way and hold it so it can focus and determine the exposure, and then completely press the button the rest of the way to release the shutter.

This must surely be a technique issue. If you hold the camera at arms length you will most often get movement when pressing the button all the way down. Whenever possible, use the view finder. With the camera held firmly against your face, frame your shot and press the button down half way - as you do. Then keep the camera held against your face and squeeze the button down fully. Breathing technique helps too. With the button half way down take a deep breath in, exhale and half way through the next inhalation stop, hold your breath, check the frame is still as you want it then squeeze the button down fully. Always try to squeeze, rather than press, the button.
The delete button deletes images stored on the memory. It is located on the back of the camera and looks like a little garbage can. It is the middle button going vertically down on the right side of the display screen. First hit the button below it that looks like a printer. It will display a picture. Then use the left/right buttons down where the OK button is in the middle. This will take you backwards or forwards in your photos. Next push the delete button it will ask if you want to delete yes or no, use the left/right buttons again to choose yes or no. Then push OK in the middle and it will delete your pic if you chose yes or save it if you chose no.
You can also go in on Play mode [under the /- button where garbage can is] and press the Menu button...go left or right until you find DELETE screen and then follow directions from there. All these directions are on your CD that came with the camera.
