Anytime someone says they smell something burning on any type of vacuum cleaner of carpet cleaner etc. All I can think of is the belt is rubbing on plastic which would cause the sense of something burning because you possibly are smelling the belt........
Look for a missing belt that may have burned off or broken. Was there a burning smell at some point before the roller quit turning? If so, the belt must be replaced. I would also look at the ends of the roller to see if there is any string, hair, etc. that might be binding the roller that needs to be removed.
Flip the vacuum cleaner over and check the roller brush. Is it full of string and hair? If so, unscrew the four phillips-head screws holding the plate on that covers the roller brush; pull out the brush, and cut off/clean off all the hair and string. Replace everything and try running the vacuum. Alternate solution: perhaps the belt that makes the brush go around is broken. If so, follow the above steps to remove the roller brush, then replace the belt.

Only used it 6 times - bought it in March - 2008. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. It sounds to me like you have multiple problems with your power drive; a burning smell and the brushes don’t turn, and the dop is on March, 2008 – the Hoover Steam Vac Shampooer has a one year factory warranty and it could be a broken part for the brushes won’t turn or a belt would cause the burning smell. If it is not the belt or broken part it probably is the motor of which you should take it to a authorized Hoover vacuum cleaner dealer in your area or to contact the Hoover factory cust serv listed below or the Hoover website for information. If it is the motor the factory authorized dealer will replace the part for the motor and the broken part for the brushes, if it is the belt that would be an out of pocket expense. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions. http://www.hoover.com Telephone Contact our Customer Service Department at 1.330.499.9499 Monday through Friday 8 a.m. - 7 p.m. EST Thanks, Don the Vac Man Go Ahead. Have you checked the belt on your Hoover? It could need replacing.
When you say bottom of your cleaner to make it smell better, what are you referring to? It could be the hose or bag. If a bag is odorous try some bicarbonate of soda in the bag so that neutralizes the odors contained.
Another option is to clean out the hose. This can be down with many wet wipes or similar cleaning wipes pushed down the hose at one end and pulled out the other. Its a tricky maintenance issue but one which can be done if you have patience! Filters should also be replaced to ensure the vacuum is clean.
Alternatively if the hose comes off easily, lay the entire assembly in a bath and allow it lay flat in water with washing powder. The only problem with this is that you will need to let it dry for a day or two before the hose is completely dry.
