Fault to the main power supply regulator section. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Change tv to another incomming broadcasting signal coaxal cable wire plug into it,might be lucky,the incomming signal wire is the problems.If it is not the incommming signal coaxal wire plug in.Than the tv RED color gun is dead,might have a dead CRT tube RED color gun.This problems is not easy to be fixed or determine.Should hire a tv tech to troubleshoot and rerpair.

The only best and fastest way with no coplication to the tv,just replaced the whole tv Tuner signal board.Tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish Tuner signal board for the replacement.
get a new cable. the connector on the cable is bad.
the center pin of the cable connector is the signal carrier, and the outer jacket is the ground. so if wiggle the cable and the cable and the pic become clear, then it is definitely is the cable.
well a sega genesis there are 3 different models all either using RF adaptors or AV cables
if RF adaptor please follow this
plug the RF adaptor into the back of your tv the coaxal cable for your tv service ushally runs through this, and plug it into the the back and you can also plug the service into the RF adaptor for the sega genesis. plug the power in and make sure you are on the correct channel (3or4)
If you are using AV cables please advise and I will post the following for that.
the problm is under the top cover of the base,there are some screws on the botton also remove the self adhiesive emblem on the top and remove the screw then the top will come off.ithink what you will find is a burnt circuit board that sets right above the motor
