I need a siemens gigaset AL270 phone manual in english

You probably won't need a manual if you change the phones language to English.
To do this press Menu then the number keys 4 - 2 - 1 in succession.
Then scroll through the languages available until you find English then press the OK key.

If it a brand new AS290 you first have to Register each handset by placing each of them in turn for 10 minutes in the Base Station.

your model is uniqe to the area where you live.
Therefore there is no English guide.
I enclose a line whice very similare model (al280).
probably most of the function is similar.
