The reason its stopping is because the belt is stretched out and when it rests on carpet or floor the weight of the vacuum presses down on floor causing more stretching and straining on belt. When belt heats from friction it gets softer thus causing more slippage.

My brushes on my Hoover Steam Vac stopped spinning again! I took the brushes out and they turn fine, but when inserted back into the base, they do not turn, AGAIN! Anyone know what the problem is and...

Tip is slightly, do the brushes spin then? If so, then the brushes are air driven. By the spin indicator at the front of the machine, you'll see a small screen (same type of thing as is in your dryer), scrape it, you'll probably find there's a build-up of fluff. Clean off the fluff, and try again.

While using the vacuum, the brushes stopped turning.

check the drum. Hair will rap around the axxel and stop the brush from turning. Cut this hair with a razor and place a small drop of oil on the end of the axel.

The brush bar on my Dyson DC17 stopped turning.

If this model has a brush control - i.e a roller at the side of the model which controls brush to spin or not, then its a protected brush model - therefore even if the drive belt is intact the Dyson would have to be repaired by a service personnel or professional. The brush protection isn't able to be taken apart and sounds like it may well have slipped off due to tension.

Hoover windtunnel Self-propelled - brush roll stops

There is a idler wheel that will drive the V belt, sometimes they jam and you just have to reach in, push and make sure if comes in contact with the belt. Alot of times tho it is the other flat belt, 38528035 that will stretch and can cause you to have problems with the brush roll not turning.
