Remove the screws either side of the drive cog
use a long screw that is thinner than the removed screw
insert it into one of the screw holes and use it to lock the clutch
the clutch housing has two holes in it either will do
either use a small spanner on the top of the drive cog
or in my case as it was tight find a socket that fits over
the cog and unscrew anticlockwise,refitting is reverse.

Comment very useful, hedge trimmer is fixed. The only other issue is how to remove the two bearings in the drive gear and install them on the new one. I did this by gently tapping the relevant parts with a hammer, I don't think I damaged the bearings.
