Look for bulging electrolytic capacitors on the power board. (If you don't know what I'm talking about, google for "badcaps")
If you find any bulging capacitors, replace them. Also, replace any others of the same type & size (they are often in pairs), since sometimes they go bad without bulging, and if one capacitor of a particular size & type is bad then both of them probably are.
I had this exact symptom on a Sceptre 19" X9G-Komodo II LCD monitor. It would come on for about 1 second, then go off. It also had a burnt smell. Inside I found two bulging 25v 470uF electrolytic capacitors.
I didn't have any new 25v electrolytics, so I scrounged around in my scrap heap, and found an old 9600 bps modem with a pair of 25v 470uF electrolytic capacitors in it, and replaced the bad ones in the monitor with the ones from the old modem. The monitor is working fine, now.
Check the fuses on YSUS & ZSUS boards, if found the fuse blown on that board, just try to replace the board.
