When lens is attached the camera will not shoot Cannon XSI

When lens is attached the camera will not shoot but when lens is off it shootsbut as you know you cant take a pic without a lens.

Err 99 could mean several different things, such as... Memory Card, Lens or Lens contacts....

Here's what you can try:
Remove the memory card an enable "shooting with out memory card" and see if you still get the error. If it works your memory card is bad. Try another lens if you can. Clean the lens contacts with a pencil eraser (be careful not to get eraser dust in the camera body or in the lens). Worst case scenario is, Err 99 could be related to the shutter failing which would mean a trip to Canon.

Remove the lens and clean the contacts on the body and lens where they meet with a cotton swab lightly dampened with rubbing alcohol.

My cannon rebel eos DS6041 displays error 99 when

'Error 99' indicates some problem with the AF contacts. This is a common error in Canon lenses. It could indicate a very simple problem like dirty contacts or a much serious one like the breakage of USM cable.
As a first step, you can try cleaning the lens and body contacts (the metal contacts between the lens and body) using a pencil eraser. Be careful to hold the body facing down so that no dust falls inside. After cleaning both the lens and the body contacts, re-attach the lens and try shooting. If the AF does not work still, you need to take the lens to an authorized service center.

Camera xsi rebel 12.5 megapixel won't focus with

Most entry level SLR cameras will struggle to focus in low light, especially with the kit lens. By rights the flash should popup and emit a flash pulse to help focus. This is called focus assist. You might have to consult the manual to check if this function is turned on or not.

Matching 2 brands

Simga makes lenses to fit several different makes of camera bodies including Canon and Nikon. I'm assuming your Sigma lens has a Nikon mount, if so there are some adapters, but they may not work like you want - not all functions may work properly thru the adapter. For best results you should return or sell the lens and get one with the Canon mount.
