Added new ram- the machine acknowledges the new memory and then causes PXE-e61 media test failure - check cable... like its trying to network boot.
taking the ram out allows the machine to run just fine.
if it were incompatible, wouldn't it just beep and refuse to come on?
Incompatible causes random failures. (random code execution)
why guess what that means?, chaos is just that.
you bought the wrong ram.
or is used and not new, or defective.
you're correct PXE is network server OS boot strap. thin net.
my guess is the bad ram caused bad data reads and looks like PXE card there and is not there, but who cares, bad ram is bad ram.

good luck finding memory for such and old laptop this old
some can be very hard to make work.
some are limited by density too.... due to MMC limits inside.
Most likely you have a slow or dieing hard drive that is why when as you state you add correct ram upgrade the unit fails to boot.
skip the ram and replace your hard drive with a new ssd (solid state drive)

Sounds like it is trying to boot from network drive. Have you changed the bios boot order. If so, change it back to boot from hard drive first.

This error comes up if the computer is not able to detect the hard drive. Power off the computer. Power it back on and tap the number 2 key 4 - 5 times at the Dell logo screen. This will take you to the system setp screen. Check if you see any thing listed next to solid state drive. If you dont see any thing try reseating the hard drive. Here are the steps to reseat the hard drive..
If you see an entry next to the solid state drive. You'll need to reinstall windows on the computer. If you have been shipped XP you will need an external CD drive to reinstall windows. If the system was sen with ubantu try to download it to a usb drive and boot off it.
