Hello,
If by calculus problem you mean derivatives of functions, integrals, extrema and such things, I am sorry to inform you that neither the Casio FX-300MS, nor the FX-991MS can handle them. The newer Casio calculator FX-991ES is capable of performing numerical differentiations and integrations. There also graphing calculators by Casio FX-9750G, FX-9860G as well as by Texas Instruments (TI 83 PLUS/TI84PLUS) that are reasonably performant in that area.

Your calculator knows only the decimal logarithms log or log_10 and the natural logarithms (ln or log in base e).
So you cannot compute directly the logarithms in any bases other than 10 and e.
A workaround consists in using the relation
log in base b of a number a (log_b (a))
log_b(a)= (log_10(a) ) / (log_10 (b))
or the relation
log_b(a)= ln(a)/ln(b)

log_2(0.3)=log(0.3)/log(2) where log is log in base 10
Similarly
log_2(0.3)=ln(0.3)/ln(2)
As to the multiplicative factor you had at the beginning of your expression, just multiply the value obtained by one on the formulas above (both formulas will give the same result) by 0.3

How to calculate 17^23mod55 in casio scientific calculator fx-991MS?

Using the Windows calculator in scientific view, we get:
17^23 = 19,967,568,900,859,523,802,559,065,713
which is 29 digits long, ie much longer than the capacity of most calculators.

Because both 17 and 23 are prime numbers, it isn't possible to simplify this calculation, so you will need to use find a calculator that has sufficient capacity to be able to handle numbers of this length.

The xnumbers add-in for Microsoft Excel can also be useful for this sort of calculation (do an internet search for it).

Using the Windows calculator, MOD55 of the above number is 18.

How can I solve a fraction like 1/2 plus 9/3 on a scientific casio fx-991MS calculator?

Use the [a b/c] key to separate the elements of a fraction.
To enter 1/2 : press 1, press [a b/c], then press 2

1/2+ 9/3 : 1[a b/c]2 + 9[a b/c] 3 [=]
By the way, why do you keep 9/3 as a fraction when you can have it as an integer? Not that it makes a difference to the calculator.

How to calculate log value in calculator with different base value

In any scientific calculator log2(n) can be  calculated with either ln or log function as follows
 
Log2(n)= ln(n) / ln(2)
 
Or
Log2(n)=log(n) / log(2)

both will give nearly the same answers
