I also have a Noritz tankless with the error code 16 problem. Tried flushing it with diluted CLR for 90 minutes but it did not help. Know what else it could be?
The trick with these hot water heaters is to keep the filter screen clean and flush the system with CLR periodically. Code 11 is ignition error. Is your gas valve turned on?
I have a work around: I run the unit until the water gets hot - then tuns off the shower and brush my teeth. Two minutes later, turn on the shower again, and let the hot water run for 60-90 seconds. Wait for two minutes, and you’re ready to go. This only is an issue in cold weather (

No, flushing with CLR had no effect. It turns out that the connection internally in the unit from the pipe that controlls the mixture of gas and air was loose, causing an improper mixture and the heating to be too hot. Nothing to do with the filter and screen.
