My samsung 40 in lnt4061 occasionally has red and teal spots/lines that change according to the shaow and secenery on the picture. Sometimes I will turn it on and the problem will not exist but other times it does. When it originally happened it was only the red color. I left it turned off for nearly a month and when I turned it back on i worked fine for roughly two weeks. Now the regularity as well as the scale of the problme has increased. Somebody HELP!!!!!! I have been having the exact same problem. TV on for 30 min with terrible static, then all of a sudden it is perfect again. I've also inherited a bit of a humming noise from the tv as well. It was suggested to me in this forum to have a tech come and adjust the v_scan and v_set settings down a few mhZ. No idea what this means, but I assume it's a power setting and the tech will be able to take care of this. I will post my results when i have the tech in.

if the tv is less than a year old , call 1-800-SAMSUNG for warranty repair, the lcd panel is bad

Try reseating the LVDS cable.It runs from the main signal board to the T-con board at the top of the panel.

Howdy,
It sounds like you have a Power Supply Board problem. The PSB is the center Board (towards left) after you remove the back off the TV. Remove Board from TV with the 6-7 screws. Replace capacitors CM852 & CM853; 2200ufd 25volts.

You have bad capacitors on the power supply. This is a common problem. I published a tutorial to guide the DIY persons through the repair. Have a look in my Tips & Tricks if you wish to had a go at the repair yourself. I hope this was helpful, best wishes.
