There's still some air. For each wheel, have someone pump the brake pedal and hold it as you loosen the bleeder. Their foot should ride the pedal down and NOT lift up their foot until you have tightened the bleeder again (otherwise they'll draw air back into the line). Keep check of the master cylinder level as you lose fluid. You'll get there...

There is still air in the system. Check the hoses that run to the calipers and make sure they are tight. Check for leaks at all other connections. The best way to bleed the brakes is with a vacuum pump. MightyVac makes one that runs $40 at Oriellys. After repeated attempts by me and a friend I bought the pump and used it and it worked for me.
