An FM modulator is a little box that plugs into your receiver antenna connection. It sends a low-level signal directly to the radio which you then tune in on the FM band just like a radio station. They're handy for older receivers that do not have AUX, USB, or iPod inputs. You plug your device into the modulator and it plays through the receiver. The "PLL" just means that the tuning uses a technology called "phased lock loop" which keeps the frequency from drifting.
