Wehn we turn the TV on all is well for about 20 seconds. Then the picture colapses to a thin (1/4 inch) line. The sound is fine and the rest of the screen is dark. The TV is hooked to a cable box.

it sounds like you have horizontal colapse a very complect repair try hitting the tv if the screen comes up full picture then its a dry joint if not there is an ic or power fault toss it
This is a problem with the vertical circuit that is usually a defective vertical IC. This part costs $10-$20 and is easily replaced. Sometimes there are capacitors in the same circuit that need to be replaced as well.

this symptom, sometimes called the tube light effect, it is characterised by a bright thin horizontal line across the middle of the screen. this symptom is caused by a breakdown in the vertical deflection circuit. hence maybe the trouble maybe in the vertical oscillator, amplifier or output circuits. but if all i have said is not clear to you, better bring it to a qualified tv technician. good luck!
sound like the screen control on the flyback is set just a little too high. the flyback has the red wire attached to the tube. the flyback has 2 small adjustable controls. if you look close enough 1 is marked focus & on is screen. turn the screen slightly to the left & look at your picture. the screen is like a master brightness & if it's up too high you will see what is called retrace lines.
