This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:

SOURCE: Camera Will not turn on

Pull the battery(s) out, pull the memory card out. With a compressed air can (for cleaning computers) blow out the battery compartment and very carefully clean out the memory card slot... don't bend any tabs or pins..
Also blow out any other openings around the batt compartment door/latch area.
reinstall batts and card.... any luck? Any error code on the screen?

SOURCE: Change the batteries message keeps appearing even

This actually a really common problem among Canon point and shoot cameras. There are a couple of methods that have worked well for others.

1. Open the battery compartment and remove the batteries. Then take a regular wooden pencil and place the eraser end down onto the battery contacts. Rotate the pencil to remove any corrosion. Sometimes a lack of proper battery contact will result in the low battery indicator.

2. Take a toothpick and wedge the tip under the battery contact and break it off. This will put more pressure between battery and contacts.

You can also try installing 3rd party firmware at http://chdk.wikia.com/wiki/CHDK_in_Brief
This is a bit technical and will probably void your warranty, but might be worth the try.

I changed the batteries on my safe and it doesn't recognize the combination any more. The door is open but the dore is now in the locked position.

As long as the door is open you should find a reset button somewhere. Put in fresh duracell batteries and find the reset button. Usually pressing it in for a few seconds will reset the code to a default like 1-2-3-4-# (or *)

Remove the battery.
Wait for 5 minutes.
Check your phone-sim and memory-sim is inserted correctly.
Replace the battery.
Try one of the following immediately after you turn on the power and while the power comes on...
  • Combination 1 - Volume Up + Camera button.
  • Combination 2 - Volume Down + Power button.
  • Combination 3 - Volume Up + Power button.
  • Combination 4 - Volume Up + Home + Power button.
  • Combination 5 - Volume Down + Volume Up + Power button.
  • Combination 6 - Home + Camera button.
  • Combination 7 - Home + Power button
Combination 2 has worked for me in the past, but it depends on your Tablet type and model.

Why won't my Fujifilm Finepix S7000 turn on, even after I put new batteries in?

Verify batteries are fresh and of correct type, batteries and terminals are clean. If a rechargeable, verify battery and charger are good. Otherwise, camera may need servicing.

It's been sittting for quite a whils with the battery out. With a freshly-charged battery, it won't start up now, pressing and hlding buttons gets only a second of display.

Insert freshly charged batteries, Turn camera "ON" then remove batteries. While batteries removed, press and hold the shutter button for about 30 seconds. Insert batteries, turn "ON" then press the reset button on the bottom of the camera.

I got this info from Nikon for D70...
When you see Err on the control panel, LCD monitor or viewfinder of your digital camera it refers to a camera malfunction. Try the following:
  1. Remove all accessories from the camera.
  2. Install a freshly charged battery into the camera.
  3. If your Nikon camera offers resets such as the two-button reset or a hardware reset please follow those instructions provided in the product manual.
If these steps do not resolve the Err message we recommend having a Nikon Authorized Repair Technician evaluate the Nikon camera.
