There's a small switch inside the memory card reader of the camera which tells the camera that the card lock switch is on or off. Most likely it's bent or broken. You can try to push it with a needle or something (it's on one side of the card reader) but I'm afraid you will have to give it to a local repair shop.
I work for a camera service center authorized by Casio.

Well, it will work if you give it to a technician, you won't be able to fix it without taking the camera apart.

SD cards have a slide switch along one edge. The position farthest from the contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card.

I just bought a Vivi Cam x327 camera. It seems to be locked on card protected. What do I di to get it to work?

Look at the memory card. SD cards have a slide switch along one edge. The position farthest from the contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card. If the switch is already in the proper position, slide it fully the other way and then back again.

When i turn on the camera it shows the card is locked but it isnt

It is possible you have a bad card. If you have already moved the switch on the card to check and make sure it's not locked, then your card is most likely dead.
If you purchased this on eBay, then you were probably sold a fake card. eBay can help you get your money back through the resolution center.

Cam said locked by another application why is it doing that and can some one help me fix it

If that doesn't work, try another card.

"memory card locked" error message

First I know you've said you've checked the card's slide switch, but just want to restate this first for others with the same problem who may not know of this switch.

Check to make sure that you didn't accidentally place the tiny locking slide switch on the side of your SD card in the "locked" downward position. The correct "unlocked" position should be slid up toward the direction of the connectors.

If you've tried this, and it's still showing locked, it's likely that the locking switch inside the camera's card slot is stuck. If you look inside the slot on the side of the slot where the SD card slide switch would be, you'll see a glint of gold color on the side. This is the camera's lock/unlock switch. The other glint's of gold that you may see at the far end of the slot are the reader's connectors (ignore those).

Somehow, the locking switch is making contact and has become stuck in the locked position (a single grain of sand can jam it there). With a plastic toothpick, or other skinny NON-METALLIC item, tap and gently push against this switch to see if you can jar open the contact to its normal unlocked position. Also try blowing compressed air at it, to clear out any gunk that may have worked its way in there, jamming it closed. Occasionally, reinsert the SD card to see if the issue has been corrected.

If repeated tries fail, it may be time to consider opening the camera to force open this switch (not recommended unless you have some familiarity with electronics). In this case please see the following (xscrewdriver, hope you don't mind me referencing your blog):
