Not recommended, especially if the ultra white paint is anything but "flat." Primer is designed specifically to adhere to other paints. Look into KILZ primer (if it is available where you are), as I have found it to provide excellent coverage for color changes.
There are 2 types of paint I do not like, Behr and Dulux. Buy Benjamin Moore for best results. Painting wallpaper is not advised, if it is not adhered on well, you can have trouble. Streaks could be condensation, especially in a bathroom, a kitchen can also be damp because of boiling pots. Warm moist air condenses on a cool object. It could be the wall paper is losing adhesion. Check to see if the paper moves a bit when pressed. Remedy is remove the wall paper and repaint. Get all the glue off, scrape it after soaking the wall. Sand the wall, wash with TSP, rinse with clean water. If you don't do this, you will get a lousy paint job. You would be best to prime then top coat. Alternately get a paint that is self priming. In a moist area use Zinnser Home Hardware Paint Dcor Zinsser 1 gal Perma White Mold and Mildew Proof Satin Interior Paint 2...
I would wipe it down with a degreaser like Simple Green, or paint thinner
The paint is ruin after cleaning it you will need to paint. You can prime the area with a oil base white primer in an spray can

Did you check the salt level and was it between 2000 to 3000ppm?? These are the two causes for the low salt alarm.. Dirty scale buildup on the cell and low salt level.. Also, you may need to add a scale buildup preventer. hth makes a bottle called "cell saver" it works okay and prolongs my cell cleaning cycles...
You will have to take it back down and make sure all of the wire connections are all tight inside.
Also you want to make sure nothing was over tightened when reinstalled causing any boards or anything to crack inside. Remember there is high voltage inside.
