You need to trim the motor by adjusting it so it is more vertical. It must be angled down into the water too much now and so it is pulling itself deeper in the water,

was the engine properly winterized when it was stored? id check the lower unit oil to make sure its not milky with water. id make sure engine cranks over and is not siezed. no use in two years i bet carburetor is gummed up if it wasnt run out of gas while being winterized. yeah its a gamble if it wasnt properly packed away

The tilt is dependent on weight in the boat, location of people, etc. The majority of people set it by feel. For a pontoon with low horsepower a general setting is set it so the propeller is horizontal to the floats (pontoons). Since you only have a 15hp on it I would set it this way. That way your propeller is pushing water straight back and all power is utilized in moving the boat and not wasted on raising or lowering the bow/front of the boat under power which is what your tilt up or down does. Raise it up your bow goes up. Tilt it down and your bow goes down.

Time to just go threw all the wiring. You have a boat. It's on the water or not. On the water electrolysis kicks in 1000%. On land corrosion set in. Check and clean the wire plugs, replace if necessary. Replace ground point connectors. Add wire if necessary. Just a note. When I do boats, I solder all connections and use silicone shrink wrap on the wires.
you can use most trolling motors in salt water, just make sure that if you do, you attach a self sacrificing anonde to the housing to prevent corosion.
Go to website for the vessel and pull up the owners manual. If none, make sure all water is out of the pontoons (assuming aluminum) Remove and store all cushions canvas soft coverings and electronics indoors. Outboard remove and store inside. Syphon bottom of fuel tank for any water if present, Remove fuel lines and fuel water seperators. Plug opening.
