That is the soung of everything, including the lens & mirrors getting locked into place. It's normal. I wore out a Maxxum (after about 9,000 pictures) and bought another.

Lens errors (zoom errors on Fuji's) are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Unfortunately, many cameras that fall prey to lens error problems can only be corrected by professional repair. But, here are some last resort troubleshooting steps that you can try that may correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty (or repair cost approaches that of the camera), they're worth that try.
error 99 may be the only error that the camera can identify with the problem. Generally this is dirty contacts in the camera and on the lens. The fix is to rub them with a pencil eraser and ensure no rubber swarf gets inside the camera. ( Hold upside down and use a blower and brush for cameras after doing it. Check your focus modes to see if you are using one that is different to usual. When a DSLR has no focus lock it won't take a picture. Also verify that the focus motor in the lens is working ok. Google 'lens focus tests' and see what you can come up with.
The 400D uses flash assisted focusing. In low light conditions the auto focus cannot get a focus lock so it pops the flash a few times so the lens has a chance to focus. You will notice this will go away when in the manual focus mode (the switch on the side of the lens).
The only way around this problem (as people in a photo think the photo has already been taken and looks away when the camera actually takes the picture) is to use a hotshoe mounted TTL Canon Speedlight (430ex or 580ex) which use an infra-red focussing beam.
This could be due to a jammed lens element preventing the camera from focusing properly. When you push the button the camera attempts to focus the image before it takes the picture. If the focus component in the lens is not moving properly it cannot focus and thus will not take the picture. Do you see the camera attempt to focus the image when you press down the button?
If it does not make any noises when you push the button, and the camera does not attempt to focus the image then it is most likely a jammed or malfunctioning focus motor.
This would require professional repair.
