I need a glass plate for my microwave

You can source these plates from any of the kitchen accessories shop. If you meant that the main glass plate of your microwave is broken then you might have to contact Samsung service /support.
Contact the local dealer.

My daughter just moved into a townhouse and the microwave plate warms, however the plate doesn't rotate. Is there any easy way of fixing this issue

The rotating table in a microwave shouldn't be getting warm unless something is sitting on it and transferring heat to it. The chamber should not be left empty when the microwave is running. The motor that drives the table is of very low mechanical power but should be able to handle about any load it must. I suggest you remove the glass table, the ring on which it rides, put a cup of water in the chamber and turn it on. Look at the drive spindle that engages with the table when installed. If it isn't rotating 9should be easy to see) then the motor is defective which is highly unusual to see one fail. If the spindle is clearly not moving, then I recommend replacing the whole unit since while the part isn't expensive, the labor cost would likely make the repair uneconomical.

The glass plate will not rotate when trying to heat up your food...

Sounds like either the turntable motor has seized or that the shaft of the turntable motor has broken off inside the roller ring. You may need to chek with your local De'Longhi repairer.

Broken turntable support

Microwave-safe epoxy would be better than super glue, which will will emit fumes.

You would be better off getting a new one if it's truly available.

Tritronics (http://www.wehaveparts.com) shows it as part # M0R0282 (no rollers included) and the rollers are part #

M0R0272. You rrollers may work if they're okay.
