Was the car ever in a front end accident? Or any work involving the removal and reinstallation of front bumper, radiator, headlights etc? Sounds like a wire is grounding. Possibly crimped. You should start at the fog lights and trace the wires. They should not be tight or smashed between anything.
Most states require both headlights to be working. They do issue tickets for non-working headlights. Being in an accident, if you can prove your truck is scheduled for repairs, will be the only way you can legally drive. You can get up to 30 days for scheduled repairs(being of ordering parts and schedule to work on vehicle). For safety reasons, you might not want to. One thing you might want to do, is temporally rig a light to the damaged side till you get it fixed. This will give you two headlights, and out of the laws sights for a ticket
The problem is almost certainly only a bad connection at the back of
the headlight unit. Have the 3 pin plug and terminals replaced...fit a
new bulb, and check the earth connection and all should be well.

on the top there is an adjustment screws star head screws a local oil change place if you ask real nice will adjust them most for no charge dont forget to tip though
