If the cartridges are new and not refilled toner cartridges no idea other than a bad printer. But since the others are tracking I would guess that the smart chips on the cartridges weren't replaced and these are refilled new cartridges. In any case, try to reseat each of the cartridges not working and see what that does for you. A search for a chip you can put on the toner cartridges on EBAY will yield you a working solution should you need new smart chips for the cartridges. If the cartridges are Konica Minolta new I would contact whomever you purchased them from for some ideas as well.
You need to make sure that all sticker removed from the ink and that the vent are clear…some of the issue may cause the printer to give wrong reading especially if you touched the ink sensors or got ink around the housing from outside, as far as the level if you ran the alignment or self-cleaning that use lots of ink too

Turn off your Epson C900 printer and unplug it from your computer and from the electrical socket. Open the left-side panel of your C900 printer and locate the toner cartridge you want to replace. Epson has labeled each of the four cartridges.
Stick a finger in each of the holes in the empty toner cartridge. Pinch your fingers together and then slide the cartridge out from the printer's interior.
Remove the new toner cartridge from its packaging and shake it vigorously to remix any settled toner. Take the cover off of the new cartridge by lifting it up and out to the right. Slide the new toner cartridge into the empty slot in your C900 printer. Close the left-side panel of your C900.
