Use THIS reg tweak from Doug Knox this should repair and then replace the suspect recycle bin

Go to Windows Explorer and highlight it then right click and select Empty recycle Bin. If it wont empty it is most likely that you have a corrupt file entry in the bin that will need to be undeleted. Use a tool such as Ashampoo (free for a 30 day Lite version from www.ashampoo.de) and undelete any files in the bin. You can then empty it. Also run a total system scan and delete all the other accumulated rubbish on your system and clean out the registry.
Click on the recycle bin icon and click on the Files menu selction and then click on empty "recycle bin"
If that doesn't do it for you , right click on the files area and "selct all", then hit the delete button
