Is there a fee to talk to someone at Fixya?

Depends if you mean to talk to someone for advice on repairing something - yes the sister site 6Ya which you will see advertised below, charges a monthly fee for access to experts.

Online advice here in the forum from volunteer Experts is no charge.

As a side note: you will see tons of spam here advertising toll free tech support numbers - DO NOT PHONE THEM, they are scams that intend to part you from your money.

If you mean to talk to someone at FixYa corporate ownership about the site itself, well, this is not easy.

On the Nikon N90s what does the flashing fEE mean?

It means that your lens is not set to the minimum aperture and your camera is either set to program mode or shutter priority. Also, it can mean that your flash is in an incorrect mode.
For any camera operating mode where the camera controls the aperture automatically, your lens must be set to the minimum aperture setting - which will usually be f/22. This aperture marking will be the one in orange.
IF your lens IS indeed set on f22 and you still see the fEE, then you may have mounted it incorrectly. Remove the lens and try to carefully remount it (with it set at f/22).
Let me know if you need further help or clarification.

Error code eFF

This normally indicates that you're using a lens with an aperture ring, and the ring is not locked in position. Turn the aperture ring on the lens to its smallest setting (largest f/number) and lock it if the lens has a lock. Control the aperture from the body, just as with a lens without an aperture ring.

If the lens doesn't have an aperture ring, could you reply to this post and specify what lens you do have on the D100?

When the camera is loaded with film, on the top info window, it says FEE. What does that mean? Also, I noticed it says that reguardless of film being in the camera or not?

The FEE means that you need to set the lens to its smallest aperture (largest f/number) and lock if (if it has a lock). You control the aperture by turning one of the command dials on the body, not by turning the aperture ring on the lens.

MY CAMERAS SAYING FEE, its not working

This is found in the F80 manual page 99. it means the CPU Nikkor lens (other than G-Type) is not set to its minimum aperture. Solution: set the lens to the largest f/stop such as f/22. This FEE error is the same for almost all Nikon cameras, be they film or digital.

What does the fEE error message displayed on an SLR camera mean?

The "fEE" error indicates that the camera is not communicating with the lens. The lens may not be attached to the camera properly, or if it has an aperture ring, it may not be set to f22 (or the highest aperture number of the lens) - which is normally marked in orange. Select this aperture and lock it using the aperture locking switch to prevent this from occuring again. The fEE error message Set to f22, or the highest aperture number - normally marked in orange. Note the locking switch.
