Go to the Simpletech website and download the Win 7 drivers from there. Although there may not be any. If you can't find any try the Vista drivers, these sometimes work.

i,m not a big fan of simple tech do to the fact that they sell cheap products and 9 times out of 10 they fail mechanically you can try and format to see if that works
Here is the manual that covers all of the SimpleTech Signature Mini External USB 2.0 Hard Drives. This is a pdf document, so you may need to install Adobe Acrobat Reader if you don't already have it installed.
No driver is required to use the drive. Try another cable or another port on the computer.
