After power is off and you have shorted across the capacitor terminals, check to make sure the spade connectors are not loose. The disc on top of the capacitors should not be bulged out. It is is, that capacitor is bad.
The other possibility is that the centrifugal start switch in the motor is stuck in the Run position.

If the shaft doesn't freely spin then the bearings have seized and quite likely will not free up. Check to see if there are oil ports on the motor. If there are little plugs on the motor, make sure electric is off and then take out plugs and get a zoom spout type container of oil and put a very little bit of oil in them. Plug the ports back up, move the blade around a little. Re-energize unit and see if it starts.

you posted this under dryer problems , but i give it a shot. Maby your compressor is out of oil or rings worn out and its to tight to turn under pressure. Or your not getting the voltage or amps you need. You cant run on a extension cord or at least a cheep cord. Your plug is or outlet is burnt not tranphering volts and amps.

You have a failing start/run capacitor. Take the motor to your pool supply place for repair.
