SOURCE: Honda FG100 Tiller - Tines wont move
I took the transmission apart and the gears were fine. The friction pads on the centrifugal clutch don't seem to make full contact with the drum. Does anyone know what the thickness of the friction pads are suppose to be? I used some belt dressing on the pads and got some movement on the tines. With no wear on the gears, I guess I'll be replacing the clutch.

The valve clearance is 0.08 for intake valve and 0.11 for exhaust valve . To do the timing you have to remove the spark plug and set the piston at top dead center (all the way up) and on the cam pulley you have a mark (like a triangle) that you have to align with the fan cover bolt hole . Well if the unit has fuel than it should prime unless the primer bulb is damaged and unable to force air/gas through the line. This is definetly a fuel issue, I would remove both the line from the tank to the carb and carb to engine and clean them thoroughly.
When you press the bulb the carb should shoot gas from the unit when disconnected. If this isn't happening your clog is here. If it does eject gasoline than your clog is the clear line which sometimes collects sediment if the gas is poluted.

The clutch is centrifugal - 2 shoes are flown out when the revs go up. Here are the parts

You just remove the command cables on the carburetor ant take out the 4 studs that secure the motor to the transmission to access the clutch pads - the drum is attached to the transmission shaft.
If you discover that it's the shaft that is broken here's the schematics for it

i have a honda FG201 which is another small tiller like yours, I suggest you check and adjust the cable adjuster that engages the clutch on the FG 201. When you pull the "brake handle" on the right handlebar it should engage the clutch if too loose little or nothing happens, as you take the slack up the engine should start to turn the tines. I was too late and bought a clutch when i found that out. The cable adjuster is on the cable near the top of the right wellington boot in the photo. hopefully the photo loads. if not follow the cable down from the right handle bar and you'll find the adjuster
