The reason you cannot get the lens to do anything is because, as you yourself have stated, it is obstructed. If you remove the obstruction, the lens should function normally.

When a camera notice the lens does not move, it is afraid to damage gears or the motor, of it powers down everything involved the lens. It then gives a message as you read.
Because the camera can't know what is casing this, it only can warn.
It "hopes" if it did run the lens to an obstruction, powering it down will relieve the tension. That is way it says power down.
Remove the battery, check the lens barrel if any obstruction is limiting the free movement of the lens. and then replace the battery. switch it on again.
If you accidentally touched the lens, while it was coming out, it could have given the same error. When after switching on the camera, and you are sure you don't obstruct the free movement of the lens barrel, but it comes back with the same error, you should contact a certified repair centre for your camera.
You may have a problem with your lens, maybe a decentered lens. Make sure there are no obstructions in the way of the lens. It may need to be serviced.
Remove and reinsert the batteries or disconnect and reconnect the AC power adapter/DC coupler. If the problem persists, contact your FUJIFILM dealer. Before that: Carefully check if and eventualy where the lens is blocked. Don't touch the front lens. Feeling for any movement on the edge not on the glass. You need to remove the batteries and remove the memory card. Then reinstall the batteries. Finally, press and hold the "ok" button, the power on the camera. This is a factory reset trick. It fixes approximately 40% of all error messages on the KODAK EASY SHARE CAMERAS. But of course, no one is gonna be kind enough to help somebody out, they just want to take your money!
"Lens obstructed, remove lens cap." This is the message the camera states. My camera does the same thing. It is refurbished. The camera was only used a couple of times and the problem started just as the 90 day warranty ran out. I suspect this is a common problem and these cameras should have been thrown away instead of selling them. It seems that it is not a " stuck lens problem".It seems to be an electronic problem rather then a mechanical one. Has anyone fixed this issue? Has anyone contacted Kodak for a price?
This is a common problem. The lens assembly has a lot of tiny gears that drive the lens in and out. When it gets bumped or dropped with the lens extended, or the lens is obstructed from opening, something in the assembly can get jammed, broken, or out of place. See if this helps. Last resort, repair. Make sure you get an estimate first, they can be pricey to repair.
Take the lens off the camera and look through the lens. Is there anything obstructing the light?
Now have a look inside the camera body. Same thing, anything there that looks like it shouldn't be? If look up into the cavity you should be able to see the focussing scren clearly - any obstructions there?
Finally, with the lens off, switch on the camera and go through the menu until you find the sensor cleaning option. Select this. The internal shutter will open and allow you to see the CCD sensor. Have a look and make sure it is also free from obstruction.
You will need to switch the camera off to release the shutter.
Put everything back together and check the pictures again.
If still no joy, then it sounds like the CCD sensor is faulty and the camera needs a repair from an authorised Canon repair centre.
Hey Ryan Roos, This message should mean there is something obstructing the movement of the lens (i.e. sand). You could try blowing compressed air into the side of the lens to try and dislodge whatever is in the lens. You could also try putting the camera on a flat surface with the lens pointed up while holding in the shutter button, and while doing this turn the camera on.
